Canada-Saskatchewan Building Canada Fund – Communities Component (BCF-CC)
On June 13, 2008, the Governments of Canada and Saskatchewan signed the Canada - Saskatchewan Building Canada Fund – Communities Component Agreement (BCF-CC) under the Government of Canada Building Canada Plan. This program provides long-term funding to those municipalities with populations less than 100,000 to enhance local infrastructure. Under the BCF-CC Agreement the Government of Canada and the Province of Saskatchewan each committed $98.6 million to assist in the construction, renewal, expansion, upgrade or material enhancement of infrastructure across the province. As part of both the federal and provincial government’s commitment to stimulate the economy, an additional $30.2 million in federal-provincial funding was made available as a “top-up” to the original BCF-CC commitment specific to projects demonstrating they could be completed by March 31, 2011. Saskatchewan held two application intakes. Over 780 applications requesting approximately $670 million in federal-provincial funding were received. The entire program allocation of $227.5 million in federal-provincial funding available under BCF-CC has been allocated. There are 147 projects approved under various categories, including water, wastewater, location roads, recreation, solid waste, and brownfield remediation. Projects approved will normally be cost shared up to 1/3, 1/3, 1/3 by the federal, provincial and municipal governments. Projects funded through the first intake must be completed by March 31, 2012. Projects funded through the second intake must be completed by March 31, 2013. Projects funded under the top-up portion of BCF-CC must be completed by March 31, 2011.
